Active Westminster Park Maker Scheme

The Park Makers’ scheme regulates, facilitates and enables the use of Westminster Parks and Open Spaces by various community providers and PT’s, primarily through recruiting, training and/or deploying local providers and individuals to deliver play, physical activity, leisure and sport opportunities in our parks and open spaces that benefit both body and mind.

Park Makers is open to people and organisations delivering physical activity, sport, play or wellbeing sessions, including:

  • Personal trainers
  • Sport coaches
  • Private coaches or instructors
  • Community and voluntary groups
  • Not-for-profit organisations
  • Private organisations

To take part, all Park Makers must complete the ActiveWestminster Mark accreditation.

When you join the Park Makers’ Scheme, you get:

Who are Active Westminster?

ActiveWestminster is the council-run service and community partnership facilitated by Westminster City Council that is dedicated to making sport, leisure, and physical activity accessible to everyone who lives, works, or studies in the borough including the Park Maker Scheme. Formally known as the Sport, Leisure and Active Communities team, the division officially rebranded to ActiveWestminster to align directly with its public health and community wellbeing initiatives. 

They collaborate with public, private, and voluntary organisations—such as their primary leisure contractor, Everyone Active—to deliver free and low-cost health and fitness programmes across Central London. 

Key Programmes and Facilities

  • Leisure Centres: They oversee ten major sports and leisure venues across the borough, including the Queen Mother Sports Centre, Paddington Recreation Ground, and Porchester Centre. 
  • ActiveWestminster Card: A free discount card for residents and local students that offers reduced gym memberships, cheaper exercise classes, and free swimming sessions. 
  • Neighbourhood Sports Clubs: Over 150 hours a week of free or low-cost community sessions, including walking football, boxing, and multi-sports designed for all age groups. 
  • Active Streets & Play Streets: An initiative that temporarily closes local roads (such as Barnsdale Road) to traffic to transform them into safe, open-air spaces for children to play and neighbours to connect. 
  • WelcoMe Digital Service: A specialized accessibility platform integrated across their leisure hubs, allowing disabled and neurodivergent visitors to share their access needs with staff before arriving. 

Partner Accreditations and Training

ActiveWestminster manages the ActiveWestminster Mark, a local quality assurance accreditation given to community clubs and external sports providers that meet strict safety, inclusivity, and coaching delivery standards. They also fund local foundation training courses, offering subsidized certifications in first aid, safeguarding, and sports coaching to boost employment and volunteering in the local fitness sector.
